Fellow in Foreign Policy and Security Studies at the Centre for Social and Economic Progress (CESP) in India and a non-resident Fellow at the Brookings Institution. Mr. Xavier is currently leading the Sambandh Initiative on Regional Connectivity which examines India’s political security and economic relations with its South Asian neighbourhood. His research focuses on how democratic values influence India’s foreign policy, with case studies on Nepal, Sri Lanka and Myanmar. Mr. Xavier also regularly teaches and lectures at various universities, as well as at India’s diplomatic, military, and administrative training institutions. He holds a Ph.D. in South Asian studies from the Johns Hopkins University in Baltimore, Maryland.
